In 2025, newly released data from the independent Financial Ombudsman Service (FOS) revealed that Monzo, one of the UK’s largest digital banks, had the highest rate of overturned decisions in fraud and scam refund complaints among major lenders.

According to the figures, Monzo incorrectly rejected 34 % of the 3,372 fraud‑related cases referred to the ombudsman, a greater proportion than other UK banks such as NatWest and HSBC, which also saw high reversal rates. The complaints included disputes over authorised push payment (APP) scams, chip‑and‑pin fraud, and identity theft, prompting concern among consumer advocates about how fraud and scam cases are initially handled.

These findings come against a backdrop of regulatory scrutiny over Monzo’s broader risk and compliance practices. In July 2025, the UK Financial Conduct Authority (FCA) imposed a £21.1 million fine on Monzo for “failings in financial crime controls” after a detailed review found that anti‑financial crime systems and controls at the bank were inadequate during a period of rapid growth. The FCA also highlighted that Monzo repeatedly breached a requirement preventing it from opening accounts for high‑risk customers between August 2020 and June 2022, onboarding more than 34,000 such customers despite regulatory restrictions.

The enforcement action stemmed from systemic weaknesses in customer onboarding, risk assessment and transaction monitoring systems, which failed to keep pace with Monzo’s expansion from around 600,000 customers in 2018 to more than 5.8 million in 2022 and over 14 million in 2025. Regulators noted instances where the bank accepted customers based on limited or implausible information, undermining efforts to mitigate financial crime risks.

Some industry observers have speculated, though this remains a suggestion and not an established fact, that the heightened regulatory attention and past penalties may have influenced Monzo’s current risk management and fraud handling policies. It is possible that, in striving to avoid repeat compliance failures and further sanctions, internal risk controls have become very stringent, leading to more conservative decisions that could have resulted in legitimate scam refund claims being refused and later reversed by the ombudsman.

This kind of risk aversion in policy application has been observed in other settings where firms tighten compliance after enforcement pressure, but it has not been confirmed specifically by Monzo. Beyond such speculation, a number of possible factors could help explain why Monzo’s fraud refund decisions are being overturned so frequently.

Automated static-rule based decision systems may flag border‑line cases conservatively, prioritising financial crime prevention over individual customer outcomes. With less on-premise personnel typical for digital banks, smaller specialist teams for fraud and dispute resolution may err on the side of caution in complex cases rather than risk regulatory criticism. Interpretation of “customer negligence” varies between banks and the ombudsman, creating differences in initial bank decisions versus final adjudications. Finally, rapid growth and resource allocation challenges may have strained Monzo’s ability to process and investigate complex claims consistently.

While Monzo has publicly stated that it has strengthened its compliance systems and remediated historical weaknesses identified by the FCA, the combination of high ombudsman reversal rates and past regulatory enforcement underlines ongoing challenges for digital banks as they balance fraud risk controls and regulatory pressure with fair consumer outcomes.
