Payoneer has acquired Dublin-based Boundless to deepen its global workforce management capabilities in Europe and strengthen its end-to-end solution for hiring and paying international talent.

Payoneer, a global financial technology company known for enabling cross-border payments and financial services for small and medium-sized businesses, has acquired Boundless, an Ireland-based Employer of Record (EOR) platform. The deal builds on Payoneer’s existing workforce management suite and expands its ability to help companies hire, onboard, and pay employees across Europe without requiring local legal entities.
Payoneer already offers a range of global payment and financial tools, including multi-currency accounts, cross-border payments, and invoicing solutions. In addition, Payoneer Workforce Management, which became a key part of the company’s offering following its earlier acquisition of Skuad, provides payroll, compliance, and contractor management services that help businesses manage international workforces. The Skuad deal strengthened Payoneer’s ability to support global payroll and workforce administration, positioning the company as a provider of end-to-end workforce solutions for distributed teams.
Boundless, founded in Dublin in 2019, is a specialized Employer of Record platform that handles the legal employment, payroll, taxes, benefits, and compliance for companies hiring internationally. By legally employing workers on behalf of client businesses, Boundless enables companies to access talent in new countries without setting up local subsidiaries. The platform is particularly relevant in Europe, where labor laws and tax regulations vary significantly across markets and can create substantial administrative and legal complexity for employers.
The acquisition addresses common hurdles that companies face when expanding internationally, such as the need to establish local entities, navigate local labor law compliance, and manage payroll and taxes across multiple jurisdictions. These challenges can be time-consuming and costly, and they often require local legal and accounting expertise. By integrating Boundless into its workforce management platform, Payoneer can offer a more comprehensive solution that reduces these barriers and allows businesses to scale faster.
The deal also strengthens Payoneer’s European footprint and complements its existing workforce management capabilities.
