Visa Supports Senegal Digital Transformation

Visa and a government institution in Senegal agreed to foster cooperation on digital payments, financial innovation, cybersecurity and regulatory compliance for the next two years.

Visa Supports Senegal Digital Transformation

Visa and Senegal’s Ministry of Telecommunications and Digital Affairs have signed a Memorandum of Understanding (MoU) on a two-year strategic partnership framework.

The partners will focus, among other general digital transformation trends, on payments from individuals to government (P2G, Person-to-Government) and payments from government to individuals (G2P, Government-to-Person). Public service payments are often not as highly modernised as consumer payments, for instance. Knowledge sharing on cybersecurity and financial innovation with Visa will boost this area of financial transactions in Senegal.

“We are proud to bring Visa’s expertise to bear in support of Senegal’s ambitions. Together with the Ministry, we aim to identify tangible opportunities to facilitate access to digital services and support the long-term development of the payments ecosystem in Senegal,”said Aminata Kane, Sr. Vice President and Group Country Manager for Visa Western & Central Africa.

Besides government-related payments, the collaboration should identify initiatives tailored to Senegal’s needs and encourage digital payment use cases grounded in local realities to simplify citizens’ everyday lives.

Senegal’s digital transformation ambitions extend beyond internet access and digital public services to include digital sovereignty, local technology development, financial inclusion, digital infrastructure and a stronger domestic digital economy.

Senegal’s New Deal Technologique (NDT) Horizon 2034 is a 10-year national digital transformation strategy launched by President Bassirou Diomaye Faye on February 24, 2025, as part of the broader Vision Sénégal 2050 agenda. A key component of the NDT Horizon 2034 strategy is the modernization of Senegal’s digital legal framework. A central reform is the planned update of the country’s Data Protection Act in line with international best practices.

The country also plans local hosting of sensitive data, development of a sovereign cloud, and enhanced cybersecurity. With new reforms, Senegal envisions moving 95% of administrative procedures online so that they reach 80% citizen adoption rate. Estimated framework budget is $1.7 billion.
