As digital scams surge and trust in online platforms faces growing pressure, the Global Anti-Scam Alliance (GASA), in partnership with Mastercard and Indosat Ooredoo Hutchison (IOH), has released the State of Scams in Indonesia 2025 report. The study reveals that two-thirds of Indonesian adults encountered scams in the past year, with losses totaling Rp49 trillion (US$3.3 billion).

Launched in alignment with Indonesia’s Youth Pledge Day, the report underscores the rising vulnerability of younger digital users, particularly Gen Z and Millennials, to fraudulent activities most common on direct and instant message-based platforms, while calling for stronger public awareness, improved technological defenses, and deeper collaboration across sectors.

The release follows the formation of the GASA Indonesia Chapter earlier this year, a national initiative designed to strengthen digital resilience and combat online payment fraud through joint efforts among government, industry, and civil society.

According to the findings, scam activity is increasingly concentrated on messaging platforms such as instant messaging and SMS, while 34 percent of respondents believe public organizations should take a greater role in consumer protection.

Industry leaders from GASA, Mastercard, Google, and Indosat emphasized that addressing the issue requires coordinated action, advanced AI-driven security tools, and continuous education to restore trust in Indonesia’s fast-growing digital economy.

The report concludes with ten actionable recommendations aimed at empowering consumers, improving scam prevention infrastructure, and building a safer, more trusted digital environment in support of Indonesia’s Golden 2045 vision.
