In a recent blog post, Kelly Devine, president of Mastercard Europe, addressed concerns raised by policymakers about Europe’s reliance on international payment networks. The discussion has intensified as the European Union explores ways to strengthen domestic payment systems and reduce dependency on foreign providers.

Devine wrote that Mastercard has deep operational roots across the region and should be considered a long-term European partner. “Mastercard is a European company, deeply embedded in Europe,” she said in the post, pointing to the company’s extensive footprint across the continent, including hundreds of millions of Mastercard-branded cards and thousands of employees.

The comments come amid ongoing policy discussions about strategic autonomy in financial infrastructure. European regulators and central banks have increasingly questioned the region’s dependence on global card schemes for digital transactions, particularly as payments become a critical component of economic resilience and digital sovereignty.

Mastercard’s leadership has pushed back against the notion that international networks operate as external actors in Europe’s payments ecosystem. Devine wrote that the company’s presence is deeply integrated with local banks, merchants, and payment providers.

“We are not an external provider, but a local partner with a distinctly global reach and scale,” she said.

The company also highlighted its investments in European payment infrastructure, including data centres, technology hubs, and regional partnerships designed to strengthen transaction processing and security across the EU.

Growing Push for European Payment Independence

The debate over payment sovereignty has been gaining traction as the EU pursues initiatives aimed at strengthening regional control over financial infrastructure. Among the most prominent efforts is the European Central Bank’s exploration of a central bank digital currency known as the digital euro.

At the same time, European banks have backed the European Payments Initiative, a project designed to create a pan-European payment system capable of competing with global card schemes.
