Bitcoin investors are weighing two opposing signals this week. On one side, nearly $1 billion in net U.S. spot Bitcoin ETF inflows landed over roughly six trading sessions, and the CLARITY Act (the U.S. bill meant to define a regulatory structure for digital asset markets) has regained momentum in the Senate. On the other side, a fresh escalation in U.S.-Iran tensions is rattling oil prices and reviving rate-hike expectations that had only recently started to fade.

Does the combination of ETF demand and legislative progress point to near-term upside for Bitcoin? Or does the geopolitical shock override both? Tim Sun, Senior Researcher at HashKey Group, breaks down why the current setup looks more fragile than the headline inflow numbers suggest.
Why the ETF Inflow Streak Doesn’t Signal Strength
“Despite 7 consecutive trading days of net ETF inflows starting from July 14, significant net outflows followed in the subsequent trading days. This basic trend indicates that the current upward momentum is very weak,” says Tim Sun.
US-Iran Tensions Are Back at the Center of the Story
“From a timing perspective, the core reason remains the reigniting of the US-Iran conflict. Geopolitical risks are driving up oil prices and inflation expectations, leading the bond market to once again price in rate hikes for the year,” explains the HashKey Group researcher.
The $60,000 Level Investors Are Watching
“To some extent, this has suppressed investors’ willingness to continuously buy and allocate capital. The market worries that although the $60,000–$65,000 range appears to be a relative short-term bottom, if rate hikes resume, a breakdown below $60,000 cannot be ruled out,” notes Tim Sun.
CLARITY Act Progress: A Mixed Bag
“The progress on the CLARITY Act is a mixed bag. On one hand, US Senate Republicans released the latest text of the bill, signifying that legislation on digital asset market structures is moving forward again. On the other hand, clear disagreements remain around issues such as conflicts of interest involving political figures, stablecoin rewards, anti-money laundering, and DeFi regulation, leaving a significant distance before it is officially passed,” continues the expert.
What a Passed CLARITY Act Would Mean for Bitcoin
“If the CLARITY Act ultimately passes, a clearer regulatory framework will reduce the long-term policy uncertainty faced by digital assets. It will provide a clearer policy foundation for traditional financial institutions to participate in trading, custody, issuance, and asset allocation, with the potential to attract more long-term capital into the market,” says Tim Sun.
Why the Bill’s Impact Is Still Only at the Expectation Level
“However, until the bill actually passes, its impact remains largely at the expectation level, making it difficult to fully offset the pressure on the short-term market caused by geopolitical conflicts, rising oil prices, and rate hike expectations,” he adds.
What Would Confirm a Clearer Trend Reversal
“At this stage, Bitcoin remains in a state where mid-term support has somewhat improved, but short-term upward momentum is lacking. Only when geopolitical risks cool down, rate hike expectations diminish, and ETF inflows form a sustained net positive trend will the market likely see a clearer trend reversal,” concludes Tim Sun.
