Germany has unveiled a national initiative to develop quantum-resistant electronic ID cards, marking a critical milestone in safeguarding digital identities against future quantum threats.

The project, led by Bundesdruckerei GmbH, in collaboration with Giesecke+Devrient (G+D), the Federal Office for Information Security (BSI), and Infineon Technologies AG, demonstrates how post-quantum cryptography (PQC) can be implemented on high-security identity chips.
According to Bundesdruckerei’s official statement, the partners have successfully built a technical demonstrator that integrates quantum-resistant algorithms into existing ID infrastructures. The development aims to ensure that Germany’s next-generation identity cards remain secure even in the era of quantum computing, which threatens to render current encryption obsolete.
The migration to PQC will occur in two stages:

Hybrid Implementation: Initially, only the digital signature used on the ID card will adopt quantum-resistant algorithms, ensuring compatibility with existing systems.

Full Quantum Transition: In the next phase, once supporting infrastructure and standards mature, the entire ecosystem will shift to fully quantum-secure encryption.
Given that German national ID cards have a ten-year validity period, Bundesdruckerei stresses the urgency of preparing security systems today to remain safe beyond the anticipated “Q-Day” — the moment when quantum computers can break current public-key encryption.
The demonstrator is powered by Infineon’s advanced security controller, designed to efficiently handle PQC algorithms with resistance to side-channel attacks. Earlier this year, Infineon received the first BSI certification for a post-quantum-capable smartcard chip, paving the way for broader adoption.
This project builds on previous joint research by Bundesdruckerei, Infineon, and Fraunhofer AISEC, which in 2022 produced one of the first quantum-secure e-passport prototypes.
Germany’s work positions it at the forefront of Europe’s move toward quantum-secure digital identity infrastructures. The European Commission has prioritized quantum-resistant cryptography within its European Digital Identity (EUDI) Wallet and Cyber Resilience Act, aligning public sector innovation with PQC standards being finalized by NIST and ETSI.
As governments worldwide prepare for a quantum future, Germany’s initiative demonstrates a proactive, phased approach to ensuring long-term trust in national identity systems.
